Mr. Luong Van Ly previously taught International Public Law at the Law Faculty of the General University of Ho Chi Minh City. From 1977 to 1979, Mr Luong Van Ly worked for the International Law Department, Ministry of Foreign Affairs, Hanoi. From 1979 to 1992, he was a consular officer and served as Press Chief Officer at the Ho Chi Minh City Foreign Affairs Office from 1992 to 1994. From 1994 to 2001, he was Deputy Director of the Foreign Affairs Office in Ho Chi Minh City, the local branch office of the Ministry of Foreign Affairs.
From 2001 to 2007, he was Deputy Director of Ho Chi Minh City’s Department of Planning and Investment, in charge of foreign investment and ODA Projects. In these capacities he became well known and appreciated by foreign investors in Vietnam as one of the most aggressive and effective member of the city.
Mr. Luong Van Ly has been an advisory member at VLT Lawyers. In July 2016, VLT Lawyers was merged officially with Phuoc & Partners. Currently, he focuses on education consulting and foreign investment in Vietnam.
