Our Part I of this Legal Newsletter introduces the legal article “Private businesses: besieged and under pressure” by our Partners, Mr. Luong Van Ly and Mr. Tran Thanh Tung as published on March 28, 2019 in the Sai Gon Economic Times. In this article, the authors analyze the macro-level difficulties that private enterprises are facing in competition with state-owned enterprises, foreign-invested enterprises as well as in the context where the system of policies and laws does not expedite private businesses.
In Part II, we would like to provide you with some remarkable regulations as follows:
- Foreign investors are eligible to pay a deposit in a transferred foreign currency upon joining an auction of the state owned enterprises that are equitized or divested
- Fresh points in circular No. 05/2019/TT-BKHDT guiding the support for human resources development in favour of small and medium sized enterprises
- New circular to guide registration of cooperatives and reporting regime of cooperatives’ operations
